Yes the KLR650 will do what you're asking for with ease. Where it will under perform is going longer distances 2up or at faster speeds. But riding 2up for under an hour at max 100km/hr and it should be a pretty smooth and comfy ride.

There's a lot of different ways to get from the Stouffville area up towards Bancroft and that just happened to be the one we chose for that ride, mostly because it's one of the fastest with decent scenery and curvy roads.

I was on South Lavant Rd today and the western 5km is hard packed gravel. Very easy for any kind of bike and worth riding over it to enjoy the huge portion that was repaved over the last few years. The 509 between Hwy 7 and South Lavant was fine, so maybe the western part of it has some road work.
