As a matter of fact, I can remember laughing when I saw 115 horsepower. Even funnier, Harley didn't produce the engine. As a matter of fact I've ridden two v-rods. I was surprised, It's actually a motorcycle. Any other Harley I rode, felt more like a floating pontoon boat.

Taking a look at the AD, Those tires should be able to certify if there are no cracks in the sidewalls. Yes, they may be old and hard as hockey pucks, butt tread thickness looks great, Battery seems to be OK. Would need very little to certify if anything.

He damn well better notice cracks in frames if he's certifying a vehicle
