Unless you're getting it for next to nothing, I'd pass! You're looking at close to $1500 just to replace what I see damaged in the photos with oem parts. Plus labour, if you're not doing it yourself.

Does the 1 inch layer of dust come with the bike?
Once you've checked the obvious (battery and kill switch) check your clutch switch located directly below your clutch lever. You might have accidentally popped it out. Should look like a small black clip that connects to two prongs.

The Shinko 005's are a pretty good tire. Great in wet and dry conditions. You'll also get pretty good life out of it.
However, if you ride aggressively on the street I'd dump the Shinko's and get a better tire.
for 99% of riders, the Shinko would do just fine.
