    A previous owner might have used thread locker compound on that. If so, heat will soften the thread locker and release its grip.

    Heat makes things expand. You do NOT want to expand the bolt. You DO want to expand the material that surrounds the bolt, and is entrapping it.

    True. You need a torch to heat that thing. Heat the surrounding structure so it expands, releasing its grip on the bolt. After you cut it, that is.

    If you can get a hacksaw blade into the gap where the pinching occurs, get in there and cut the bolt in half. Then extract each half.

    I wanted a flag/light mount for my Zodiac but I didn't want to drill holes into my transom, so I made this out of a combination of flattened ABS pipe, and a piece of pipe with a threaded insert at the top. It slides on from the top and is held in place with the factory installed launching wheel...

    Just the standard ABS plumbing pipe cement. Its cheap. You don't have much time to apply it before it sets up. I've made loads of things out of ABS. With the flat stock you can add pieces like gussets and stiffeners by gluing pieces together.
