I don't have neighbours so that's a non-issue. I could build a small wall or enclosure although the enclosure would need to still allow it to breath, not get too hot, and not get completely covered in snow during heavy snowfalls when used (choking out running motor).

The dash itself doesn't rattle. The little things attached to it are what makes noise. Felt tape and similar cheap things fix that right up. You just need to make a note of where each thing is that makes noise and trouble-shoot it one at a time.
That’s an easy $100-200 fix. Some deadener, some closed cell foam, and some foam tape and an afternoon will nicely quiet that up.

I used one years ago in Durham when I got a puncture that I couldn't repair. I don't believe they're still in business but there should be plenty out there running around in your neck of the woods. If they're the one's raising your car just watch they don't dent your driveway in this heat.
