Doubt that it would make any difference. Be aware that you might need a few more pounds of air in the 215 as opposed to the 235, your tire guys can tell you what's recommended. Or go by your owner's manual info if 16s were an option. Good move, the narrower tire will work better in snow.
+1 on Q3's. The Pirelli SC SP (V2) may ultimately take the heat better but they take a LOT longer to warm up than the Dunlops. I'd rather slide around on hot tires than on cold, YMMV.
If you're only going to use it for track days then check the rules for the provider you plan to use. You may not HAVE to safety wire anything. But I agree to be safe it's a good idea to do the crankcase drain plug, oil filter and oil filler cap.

I've bought a few bikes from Serpa, and dealt with Open Road in the past before the name change. Same great techs still work there, my service experience has been better than Budd's but that was a one-off that might have caught John on a bad day. Give Serpa a try if they are that close to home...
The rubber dampens the noise of the chain on the sprocket. You'll notice the difference with the new (naked) one. No big deal, not required, just that the original is quieter. And costs more.

The absolute cheapest way would be to leave it as is. Vinyl wrap is OK, and maybe Plasti-Dip, but be aware, if you paint it with spray bombs nobody will want to paint it afterwards with proper paint. Oh, and there's always the Rustoleum method of paint by roller. Lots of choices.
