Does a new bike from Quebec need to be certified/safetied in Ontario before getting the plate?

Any idea what the process is for buying a Quebec bike and be able to ride it back with an Ontario plate? Am I allowed to register/plate it with just the VIN# and a copy of the ownership at the MTO before making the trip to QC?
