    As an intermediate step in KSI (Killed, Seriously Injured) incidents, when under charge but not convicted, issue a court order banning driving or operating a vehicle to work related only. Make the exemptions a short list. The penalties include violation of a court order with instant go-to-jail card.

    Getting someone's attention

    I was working in a parking garage and heard a regular banging noise. Then a SUV drove past me with the liftgate open, hitting every low pipe. In the back was a set of golf clubs. The driver must have spent a fair bit of time at the 19th hole to not notice the noise. Liftgate took a beating.

    I asked a mechanic if rust perforation was a safety issue if everything else was OK. He said a person bumping against the car could get a cut. Nova Scotia requires an annual safety including body work. I'm not sure of any other provinces.
