You don't want to use a disc. You want to use the bits in the back row of your kit that you linked to for grinding out the extractor piece from the bolt head.
Also, the "New Posts" link moves around depending on which page you're on. On the Home and Forums pages, it's the first. On the What's New page, it's the second.

For the record, using a VPN (which masks my native IP address), was actually the solution to this problem for me and some others. Problem is, I didn't want to always use my VPN. I'm glad I'm now ablr to access the server with my native IP address, so would be nice to hear back from your service...
