OP - try Plexus for all your plastic pieces including fairings. You can even use it to protect the outside of your helmet visor.
It's pricey but works great.

I used Krown on my 93 Accord until I traded it for another Honda in 2010. It had no rust except for a very small spot on one of the rear fender lips.

Over on ex-500.com there is an older member who is a retired racer and used to race ex500's. Many stories and pictures of him on there moping up other racers on larger machines back in the late 80's and early 90's.
IMHO I would keep your 250 till you are at least 25 and the insurance rate starts dropping. Besides it is a really nice bike.
If you must upgrade now then I recommend taking a look at the Kawi 500R. Cheap to buy and insure and ridden by a competent rider it can really surprise.

I usually do a little PLP in the spring to make sure everything is working well on the bike and to shake the cobwebs of winter off. Never had any issues. Best time to go is early on a Sunday morning as most stores don't open till 11am or 12pm.
I usually use the Sail parking lot at Hwy 400 and 7.
