Makes no sense think about it. If the city had it's act together they would have made sure the job wouldn't get started until the repair to the road could be done properly the first time. This wasn't an emergency repair that they didn't have time to get contractors organized for.

The problem seems to be that there are different departments that don't talk to each other. I guess it was the water departments contractor that did the repair the first time. The second time it was the roads contractor to "fix" the first job.

I have the same bike and the fan does kick in at 104, but you would be hard pressed to hear it over the sound of the motor. I bet the bearings in the fan are going causing the squealing noise.
