Get a DRZ400sm. Insurance is only ~400/yr, great fuel mileage, WAY more fun than a scooter or cbr125, and you can still basically ride it like a bicycle downtown. The only real downside over a scooter is the potential tickets for riding like a hooligan.

If you want a touring type jacket that looks a bit better for your average street stuff, and not like you're heading around the world on a BMW, check out the Icon Patrol jacket. Only thing is that it's more of a shoulder season jacket I hear, quite warm even with the liner out.
