Market is shrinking a lot and the trend would continue. Best bet would be to stick with one carrier and try and combine bike with your existing Auto/home insurers.

Insurance premium is lower after 1 year licence completion with Jevco.
Call TD as they do have a rating table. Majority of the premium is based on summer months so the amount they may keep would be something like this:
Feb - 0%
March - 5%
April - 10%
May- 10%
June - 20
July - 20% = 65% of your annual premium or $910.
Jevco standard bike is current year - 16 so...

It does give them access to a profitable (getting less favorable) motorcycle portfolio. We will be in a whole different ball game next year!

It's really hard to find a reasonable quote based on your age. When do you turn 21? Jevco would be a better option for you once you have had your M1 for a year!
There's isn't much you can do. I always tell people who are shopping early in the year that the rates are only valid till April 30th and to check back again in May. It's tough but there is nothing you can do!

Tell him to start off with state-farm. They offer a few discounts that other companies don't plus there is no contract so he can switch any time for a better rate.
GTA has seen the most increase in the last year. Brampton is worst. Mississauga is not far off.

Buell is not surcharged as a sport bike (which is the 400% on all coverages)
Jevco does have a trade name surcharge for Buell and a few others - 100% on DCPD portion and 45% on collision/comprehensive portion.
Your premium won't be as high as a sport bike but a little more than a non-buell...
