A simple wire cutter? Not really unless you were to sit there and cut each strand individually.
Bolt cutters? Yes but even still i doubt it would cut the stranded cable all in one shot.
A proper cable cutter and it would not stand a chance. I'm guessing people who can afford a $4-500 cable...

It goes through the sleeve on my jacket and the chin bar of my helmet. Never had a problem. I hope someone would notice a person walking around with bolt cutters big enough to cut through the cable.
