Try starting it with the throttle wide open when it's hot... if it starts after several cranks, then its probably getting flooded... might have to get the carb floats adjusted.

My bike is currently doing the same thing... mine's an 83 V45 Sabre and the carbs are an absolute PIA to remove...
If it's just been sitting outside, it is possible that water has gotten into the fuel tank. Get some fresh gas in there, see if that helps.
Whether the tire is inflated or not, the spokes shouldn't wiggle that much.

Too broad a question to answer properly. CBR/Ninja 125s and 250s are ridiculously overpriced in the used market, there's a ton of complaint threads about it. That being said, the demand seems to still be there so the market is supporting those prices.
Best advice I can give you... look around...
a) If it's just idling... warm up will take a long time, much longer than when you actually drive it.
b) Could be many things... does it keep dying or did it do it just the once?
c) Kinda vague... could be many things again
d) Can't tell from the picture, but if there's a hole or a gap there...
If it's a reputable shop... whether it's a salvage place or not, they're not likely to certify and sell you a bike that's not fit for the road. Have someone help you go over it and if everything looks OK go for it. If you still have misgivings or are getting a bad vibe, just go elsewhere...

Get your electrical system checked out. Sounds like you might have regulator and/or stator problem. If you're burning out headlights, there's likely a problem with the regulator. The regulator maintains the system voltage, and if it isn't working properly then your whole electrical system...
1. Make sure you have enough brake pad left... some brake pads will start to squeak when they are getting low.
2. If you there's enough brake pad left, you can grab some anti-squeal... it's basically a silicon lubricant that you can use for brake sliders... put some on the back of the brake...
Oil - If it's burning a significant amount of oil, you'll be able to smell it and see it in the exhaust. Also check the ends of the exhaust... a light soot is normal, but if it's a greasy black soot then that's another indication it could be burning oil.
Tremble - I know it's hard to tell, but...
Once you get your problems fixed up, make sure you get one put back in. Engines are designed to have an optimal operating temperature and the thermostat opens and closes to maintain that temperature. Without one in your engine will over-cool itself.
Unless the engine gets up to operating temperature, there won't be much movement in the radiator as the thermostat will be closed, preventing and circulation.
As for the stop-leak stuff, it may or may not help. The principle of the stuff is that it will get forced into whatever slight gap...
I'm not sure about the "hot safety"... unless he knows a mechanic that's willing to write him out the safety without seeing the bike... ???
He might want the VIN so that he can arrange for insurance and such though. I don't see any harm in giving him the VIN number. Nothing will be final...
