+1 Definitely Metric. Most likely 18mm but I can't say for sure. Take the new plug to Canadian Tire and see which spark plug socket fits.

Sounds like the carb jets are all clogged. You can try running it with Seafoam and hopefully that will clear it up. Otherwise, you will need to pull the carbs out and clean em out the old fashioned way.

If you're talking about the overflow tube coming from the overflow tank, then check the level on the overflow. If there's too much fluid in the system, then it will drain out of that overflow tank. If it's coming from a different tube, then you'll need to be more specific.
