    Yes, it sounds like a stuck float valve. You can try to gently tap the outside of that carburetor, it might free up the valve and allow it to close.

    To put grips on I've always used Purell or similar hand sanitizers. Evaporates quickly but lubricates long enough to slip the new grips on.
