LOL, I'm not surprised. If they're unable to follow simple instructions right off the bat, then it's very simple to cut down your list of applicants.

The scam is still going on because obviously it works. You have new homeowners who are naive and seniors who are trusting who are falling for this kind of thing. Homeowners need to be vigilant and have the attitude that NO ONE enters their home unless it's the police with a valid search warrant...
