Ultra, i've had luck with riders plus, under 30 for a '91 yx600 with just under 1400$ liab+comp so seems like pretty high quote on a 250, but than again, much newer bike :)

Make sure the bike is in neutral. Older bikes might have faulty kickstand switch

old bike? if you have a spark you can try spraying 2 seconds of "quick start" into the airintake.

you do need yamaha special tool. atleast according to the manual.
