$1500 is a fair price for the 2008 at this time of the year. 10km is basically brand new so thats a great deal on the bike.
They are great beginner bikes and a lot of fun to ride.

Try the salvage yards, they might have one in decent condition or know a similar part that would fit. You could also try Old Bike Barn (not sure of their internet address but googling should pull it up) sometimes just googling the part will pull up an ebay or simliar source for it.

Powder coat for the frame would be great, if you want to strip the bike down to the bare frame. If not, air sprayer is good, rattle can a last resort, although I have seen some rattle can jobs that look really good.
