    Looks like oil leaking from the airbox from being overfilled. The sight glass shouldn't be that high while on a stand. Open up the air box cover and have a look for oil inside, take off the right side black plastic cover and the cover behind it with 3 5mm allen bolts or #3 Phillips, can't remember.

    I think it would be great if there were more restrictions to getting high HP bikes, but the ministry is currently set up to handle engine size, so I think it would be reasonably feasible, keeping in mind that the average person there knows NOTHING about motorcycles, and probably doesn't care to.
