I am pretty sure it was an unusual case for your jacket being held 3 weeks. The longest I've waited was 9 days (includes weekend) and all my gear is from the states. You save shipping by going to CBIUSA, but you spend that in gas. Having it shipped to you, you may get lucky, did not get charged...
