Right, so the buyer has to provide it at the MoT office. The transfer takes place at the MoT office. They are not talking about where you did the deal. That doesn't mean the seller has to provide it. Any MoT will sell you the UVIP if the seller didn't. They will charge *whoever* $20 for it...
