You'll want to take the course. With State Farm you need 5 years driving experience, I bought a new Ninja 300 last year (21 years old with an m1) and was insured through State Farm. I paid $1690 for the year with 1000 ded. Comp and liability, no collision. Clean driving record.

At 21 I was paying $1690 / year for a Ninja 300 with liability & comp only. Rates didn't change between M1 and M2 with rider training.
At 18 TD wanted $4000 for me to be a secondary rider on a 250 road and trail with 5k.
Age makes a big difference.

I'm 22 but bought a new ninja 300 last spring when I was 21.

I've got a Two Brothers slip on on my CBR. It's not too loud around town or on the highways (I usually keep RPMs low in town anyway) but when I go on the 400 series it's pretty loud.
The way I see it loud is good. Think of the 16 year old kid blasting music in their parents car. New driver...
The SENA helmet doesn't block out those noises, it only blocks out the wind noise. From what I've read exhaust noise and traffic will remain the same.

I really liked my Ninja 300. For around town you can't beat it. My CBR600RR is a much more enjoyable bike for everything else. Well I enjoy it more in town too lol.

Usually up in the Kinmount to Halliburton area. Snow is usually pretty good there! I've always wanted to go out west and ride in the mountains. Haven't yet though.
