When this problem occurs how do you restart the bike , do you need to pull over and restart , or is it simply a matter of letting the clutch back out ? Seems that if the bike dies while driving this issue should be brought up to the ministry if Honda doesn't address it with some type of recall...

Yes , and bonds are issued every year . And because Canada has AAA + credit ratting Canada's payment in intrest is much less than say a country with a lower credit rating .
