I think wearing a camera on your head is bad for your health.

Most of us have had at-fault fender benders. What if one of those, through bad luck, killed someone? Would you think it's OK that you go to jail, if it was you that made the mistake? So it's got to be more than whether or not someone died, (although that should matter I agree).

This. Selling it would reduce the debt, a one time only gain. Taxes would have to go up to cover the loss of revenue. Also there's opportunity for a successful bidder to make a fortune, so a huge incentive to line pockets during the bidding - which is a big driver.
