The money he'll spend on a single year of insurance he could get a cheap track bike, a leather suit, and a hitch & trailer. It sounds like your friend likes going fast anyway :)
Then anyone you sell a bike to should be able to talk to you and get the impression you did the work and you know what you're doing. If you dont have receipts, even for the parts, then they're going to have to take your word that it was done.
Finally, find a digital version of the service manual and download it. Read through it, specifically the periodic maintenance section. I do this every time before looking at a bike. Start by asking them "what work has been done on the bike?". Based on KMs, before I even show up I already know...
Also, talk to the owner. Have a list of questions ready to ask them. There are certain parts of a bike you will never be able to inspect, and you're just going to have to take their word for it. Determining whether they're sketchy or know what they're talking about will tell you more about the...
Read a bunch of guides and make a list of all the things you want to check. Bring a flashlight, bring some basic tools. Even in broad daylight you would be surprised how hard it is to see into the dark nooks and crannies of a bike.
If it's your first time, best thing to bring is someone who...

We might not have easy access to this for a while, but still.
+1. People can say things are worth whatever they want. It's just an opinion. They're only right when they can find a buyer with cash or a seller who has one who agrees.
I was looking at one of those a year or two ago, average asking price in GTA was $3700 - $4000. Anything less than that sold within a few days. Anything more was listed for months. I do like the colours and the split seat of that one, but I doubt it will move. It's been up for a few weeks and...

From what I understand it was a lot of things. Older residents in control of the town not wanting the noise or hooligans, an organizer who was losing interest and couldn't find anyone to take it over, and a fading reputation.
The other change I would make is tilting the vertical pipe back a little bit. The weight of the bike is pushing straight down the tube and onto the rounded corner. I imagine it would only take a little nudge forward for it to kick out.
Props for building your own though. There is a certain...
I wouldn't bother spending $300 on a new one. You can grab a used one for about $50.

A decent motorcycle repair place might be willing to help you out.
I was in a similar spot a while back. I just needed one or two shims for my GS500. I asked CycleWerx and the guys obviously had a massive bin of Suzuki shims. They were happy to sell me a few.
