Search e-bay for "motorcycle exhaust strap". You can find different lengths there, just know what you need. I bought one that was just slightly short but I made it work. You could also fab your own.

Personally, I wouldn't let something like not owning a car stop me. Asking a friend, family member or renting a car are all options. After all, he's gonna have to pick it up at some point unless the owner agrees to deliver. Sight un-seen is just too much risk. Even if the seller is trustworthy...
I find that a Torx bit sometimes works but all of these smashing-things-on-the-bolt methods can also further damage the bolt. The extractor bit is the safest bet.
That stripped bolt extractor bit that Blackfin posted works well. I have used it on lugs and it works awesome. I have a set, if you want to come by and use it you are welcome to.
