You need a permit. Also from what I remember it has to be 10ft away from the house and 5 ft away from the property side border (and house). I could be wrong as it was about a year ago. You are allowed to build a shed up to 110 sq ft without a permit but it has to follow the previous laws.

I have the same bike. Your bike sounds perfectly normal. I put a manual CCT while doing my valves and it still sounds like that. Don't worry about it.
