Very basic things you can do with a limited set of tools....or even the POS tools that come with most bikes:
-lube chain
-adjust chain
-oil changes
-air filter
-charge/replace battery
slightly more complex but not hard would be:
-coolant changes
-brake pad changes
-brake fluid flush

Why? If the chain isn't past its stretch limit and there are no sized links a little surface rust on the plates is not the end of the world. Chains are made of metal and if you ride in the rain and not just from tims to tims of nice sunny days they will get a bit of rust on them.
