Haven't read anyone reporting transponder in panniers work, but my guess is that it should (if people have had it successfully read from a tank bag or jacket pocket). I'm also guessing the best chance of it being read is if it's oriented so it's presenting a wide side, rather than a narrow profile.

To be fair, Zero does list estimated range for city, mixed, and highway riding (with their posted highway range being half the city range, based on going 70mph). But, does every prospective buyer take care to read the details and see this? Probably not.
