there will be witnesses, even if there isn't video footage to be had. whether those witnesses will be reliable is another thing. given the very public nature of this crime, i suspect that the perp expects to be caught.

well said. once the person is in custody and in restraints, the brutality must end. any semblance of reasonable force goes out the window when they goon someone is already prone on the ground in cuffs.
