I highly doubt old SVs are desirable at this time. Almost any bike is reasonable on insurance aside from SSs and high cc motors.
I personally like the SV a lot but they look very dated.

From my personal experience Roadsmart 3 are vastly inferior compared to PR4. I will be going to Road 5 for my next set.

Or since you shouldn't be paying any tax anyhow since it was a gift from your dad, tell them you bought it for $154 and then pay the $20 on it, which would be equivalent to what you would pay for the transfer if your dad actually could come with you.
OP, every single store and shop sells signals. Even Amazon sells signals. Don't get yourself into a panic mode. Kajigger something in there, as long as it works, you'll be fine.
As for hand signals, there are still bikes out there that never came with turn signals originally. Those bikes...
