This is stupid for several reasons. The most hilarious of which is the fact that they're assuming people are actually driving 40 km/h in 40 zones, and that the pedestrians and cyclists getting killed are being hit by drivers obeying current speed limits. Derp.

That's a good point, but like knowledge pointed out, you could make the argument that those regulations are in place to keep the level of competition relatively even. If the pagent makes an effort in the future to 'restrict' the participants to those who were born female then you're getting...

Do you have kids or have a baby on the way? Cars are usually more useful for that sort of thing.
