This comes up when cars are penlaized in F1 for being under weight by a pound or the plank being too thin after the race.Technically, it's a safety thing. The problem is that the temp is so sensitive to whether you get clean airflow or not. More air cools the tire and lowers the pressure, so if you're leading the race your temp/pressure is going to be lower than if you're closely following someone else. So on the grid you sort of have to guess whether you'll be leading or following someone for the majority of the race. And no one, not even Maverick, ever thought he'd be leading the race for that long in clean air.
