Very interesting video:

While it is clear who is committing this crime, I'm left wonder what exactly does the driver get out of this as they are not the ones that see the payments...
But I doubt anything will come out of this, but it does make you wonder was this a one time thing or something that is done often and across the country...
 
At my old condo, they would not pick up our bins because they said they didn't have the key (always blamed it on the new driver excuse), then say sorry we wont be back for 2 weeks. Of course you add 2 more weeks of garbage/recycling and they are over flowing, then we got charged extra. It was a scam. At the end someone from the condo board was watching the bins on garbage day ensuring they got everything.

I sense a 'bonus structure' involved in this.

Garbage is a very competitive business. The scam would work better when the clients were larger companies and small surcharges accepted at face value.

BTW The garbage pick ups are usually a yearly contract with automatic renewal. If you don't cancel on time you're on the hook for another year.
