A lot of shops will refuse to plug the tire due to safety concerns. This is a bike, not a car, if the plug blows out on you while riding, it could get ugly. If its a new tire, speak to the dealer you bought the tire from, some manufacturers might have limited hazard warranty. Sent from my iPad...
