Assuming the VIN is the correct one off the frame then perhaps not registered as above? Original owner never took NIVIS form to MTO. Also sometimes if going off the MTO ownership the older non barcode NIVIS was manually entered wrong and the ownership won't match the frame VIN. Not sure when all...
