Covering a bike in permit parking areas?

Fortunately or unfortunately, I see parking enforcement people working my street every now and then. I'll ask the next time I see them.
I was at Studio Cycle today and ran into a parking enforcement person on the street. He admitted that he personally wouldn't bother looking under a cover. If one of them DID look under a cover, they really should look around the bike to see if there was a permit. They could run the plate but he said some might not bother. He mentioned the bylaw requires the plate and permit to be readily visible, so a cover could be grounds for ticketing - just probably not one issued by him. I have a feeling I'll get a different story from everyone I talk to.

I have enough cheap covers for bikes and sleds that I could use as material. I'd need to learn how to to sew though. The plus would be, everything I would create would look like such crap that nobody would want to touch whatever's underneath.
My first bike project was a nighthawk seat similar to this. I couldn't find an upholsterer willing to put the pattern on so I figured it out and made a cover from scratch. Looked great and no more cracks. New foam underneath so less numb bum too.

Time to get the sewing machine out. If I can't buy things I want, I end up making them.
Do you have a walking foot sewing machine? Used industrial ones are around but they're big beasts IMO. Service and condition could be issues.

US boating magazines used to advertise affordable Chinese portable ones but I haven't checked lately.

Nope. Old school sewing machine and take your time.
