Not true... I've locked up the front a few times and didn't go down. Locked it up in a straight line though, with the bike verticle. Maybe they're talking about when leaned over?
Although due to my reaction time, it was only locked up for 1/5th of a second or less.

I grabbed too much front brake in the rain once, while perfectly vertical and while thinking to myself that I need to not grab too much front brake. A blink later I'm on my *** watching the bike slide down the road beside me.
 
That's pretty funny cause it happened to me, but it didn't involve any brakes.
If you are making a 90 degree turn downtown and you run over an invisible flat pop can, yes, you can wash out the front end, i did it, no brakes needed.
