As long as they don't blow over on the dyno or under on the scales should these bikes be allowed ?

 
It's an interesting idea. I think the problem could come with careful tuning allowing substantially more area under the hp curve without exceeding the peak limit. The limit of that would be an electric bike that never exceeds the peak hp but is capable of peak hp at all times (hp curve looks like a rectangle). That should destroy a peaky 600 in most situations (except range).
 
The torque advantage alone will be a huge benifit even if hp figures are limited.

Reminds me of when they introduced 1000s in wsbk... the i4 750s disappeared instantly.

They gotta do something. Sales and development of 600cc supersports have been dying a slow and protracted death as manufacturers pour all their efforts into the literbike class. Euro 4 and 5 did nothing to help this along, threatening to nerf the performance while adding weight at the same time. Some manufacturers have just thrown up their hands and discontinued their 600cc SS entry (RIP Yamaha R6), or making a track-only version available for competition or closed-circuit use only.

FIM has a Supersport Next Gen program to attract new models to the race series, but the new entrants are such a mish-mash of engine configurations that it will take the better part of the season to figure out what kind of rev limiter and weight penalties need to be applied to equalize the performance across the field.

Equalization formula - carry more weight ?
That's where the devil is in the details. Formula should consider area under the useful part of the curve. Maybe something like area of curve where hp exceeds 50% of max? Complicated though as that could vary day to day and dyno to dyno.

The CSBK Lightweight Sportbike class already has an equalization formula, and they always use the same scales and dyno. The first season there was tweaking as they went along, but now it seems to work.
