Scooter Registration - Safety needed?? 49cc

what is the deal with scooter registration... do you need a safety or UVIP for a 49cc scooter? ownership has it classed "MCL" but I have heard no safety needed if it is a "scooter"

Anybody have direct experience with this?

I never needed one when I had a 49cc honda, did not need uvip either
