If you chase someone with a knife and kill them, is it murder or manslaughter?

My impression is that murder meant the intention was to kill. Manslaughter resulting in death would be only meaning to hurt but the victim died.

Is it different for using a motor vehicle?

When was the last time you saw a charge for murder or manslaughter for a vehicle offence in Ontario? I don't think I've ever seen one vehicle on vehicle.

I have seen a few but normally it is a vehicle mowing down a pedestrian. Most were drug associates. I think the cops in Toronto tried that route too when they attacked a vehicle without identifying themselves and one got killed in the process. They followed the blue line and all lied in the reports and on the stand to try to get a conviction of an innocent person that was being attacked by a gang.

Part 2 on this is what do we do about repeat offenders?

Multiple convictions listing DUIs, uninsured, driving suspended, careless driving, stolen car etc.

The only three things that I can think of that would guarantee no future driving would be permanent incarceration, execution or some form of amputation.

My vague understanding of Sharia Law is that theft is punishable by amputating the thief's right hand. A Muslim doctor described it now being surgically done in a hospital rather than the old chopping off with a sword. Hopefully there is leniency for minor offences.

None of the three options sit well in a civilized society so where do we go?

Face tattoo for repeat offenders. A huge one (dui, assault, sex offender, etc). Make it easy for cops (and all of your friends/coworkers) to identify people that think the laws shouldn't apply to them.
