Not to sound like a dick, but these are the type of things you pick up your phone and call the OPP about. They'd send out a car immediately to clean it up.

I would say 911 is reasonable its a imediate threat to peoples safety. But *OPP on you cell will contect you to the local PD i belive.

never tried that so not sure if it works, but 411 and 30 seconds of your time will get you the right opp detachment.
