Machining an adapter plate help

I'm working on a project bike right now and I need to make an adapter plate as some mounting holes dont match. It is pretty much going to connect the passenger pegs to the exhaust.

Are local machine shops open to the public? How much would I be looking to spend on a 65mm x 27mm x 18mm piece of metal with 2 holes drilled in? I know I could always call but I want to get an idea so that I dont get ripped off since I've never done this before.

Better yet, if any GTAM'ers could help me out with this, I will be willing to compensate for materials and time.

I tried to go back in time to my high school machining class to remember how to draw a diagram to help describe what I want.
