Fork swap problem

I am swapping a pair of forks from two similar bike. The shaft hole for the right fork leg is threaded, for the shaft to screw in.


The one on the left is not threaded. That said, the shaft slide in perfectly. With no gap what so ever, just like its machined to fit. Looks like there is enough room for the threaded shaft to come out on the other side to put a nut on. And there are two safety bolts at the bottom of the fork leg for added strength....


Can I just buy a nut, mount it in, safety wire it, and call it a day? If so, how should I torque it?


Or I am about to make myself a roadkill?

Those are some 20 years old bike so finding the original shaft is very difficult.
 
This is a common set up. If you look at the non threaded fork leg you will see that it has a small slit at the bottom and provision for a bolt to pinch it tight on the shaft. Install the axle shaft and tighten it to spec with the correct spacers in. Pump the forks to align the legs and tighten the pinch bolt.
 
If the diameter of the shaft is correct, couldn't you have the threading copied and matched through machining?
