Factory Painted Rims

The previous owner of my Kawasaki acquisition made an ill fated attempt to remove the black paint off the rims. It looks like he generally achieved it except for some tough areas. See pic.

I took it upon myself to finish the work with little luck. After taking various types of flapper wheels, wire brushes to it including two types of paint remover and almost damaging the aluminum finish, I give up. Can anyone suggest another technique?

Take them to a shop that does powder-coating and have them take care of it. I'd suggest having them also re-powder-coat them with your choice of finish, but even if you want to take the non-recommended course of action of painting them yourself, they can at least handle the stripping part of it.
