What's the purpose of the small parking light in front of the windscreen? Also, if the bike is left with it on in "parked" mode, won't it drain the battery?

Yes it will drain the battery over time - it's there so if you are parked along road or highway for a few minutes with your motor off then cars can see you.
The KLR has it - most bikes have some facility. The single light will not drain much and of course an LED could be left on all night with little draw.

AFAIK most current bike have a "PARK" notch on the ignition. It turns on the brake light. Your front "PARK" light is the same idea.
