If you are only a little bit mechanically inclined you can do it yourself with very basic tools. There are tons of great guides on youtube or TT forum (which is the bible for this bike ...).
In case you are not, any motorcycle mechanic should be able to rejet the bike, I am not sure if any of them will be willing to cut into the air box .... Ted at Rosey Toes or Rob at Pannon should be able to handle it without any problems.
