Clutch Not Engaging - 05 Yamaha TTR230

When the bike is off, and in neutral. the bike does rolls smoothly whether the clutch is in or out.
When the bike is off, and in first (or any) gear, the bike will not roll smoothly even if the clutch is in or out.
when the bike is running, and in neutral the bike rolls smoothly
when the bike is running, and in first or any gear, the clutch works normally.

so my question is, why is the clutch not engaging when in gear, but not running?

I think you mean why is the clutch not disengaging? Probably just sticking slightly when cold.
